The standard way to query options in mesa is `os_get_option()` which
abstracts platform-specific mechanisms to get config variables.
However in quite a few places `getenv()` is still used and this may
preclude controlling some options on some systems.
For instance it is not generally possible to use `MESA_DEBUG` on
Android.
So replace most `getenv()` occurrences with `os_get_option()` to
support configuration options more consistently across different
platforms.
Do the same with `secure_getenv()` replacing it with
`os_get_option_secure()`.
The bulk of the proposed changes are mechanically performed by the

After this, the `#include "util/os_misc.h"` is also added in files where
`os_get_option()` was not used before.
And since the replacements from the script above generated some new
`-Wdiscarded-qualifiers` warnings, those have been addressed as well,
generally by declaring `os_get_option()` results as `const char *` and
adjusting some function declarations.
Finally some replacements caused new errors like:

Those have been addressed too, copying the const string returned by
`os_get_option()` so that it could be modified.
In particular, the error above has been fixed by copying the `const
char *env_llc_options` variable in
`src/gallium/auxiliary/gallivm/lp_bld_misc.cpp` to a `char *` which can
be tokenized using `strtok()`.

libwaffle 1.7.0 has a hack that dlopen's libglapi with RTLD_GLOBAL, which
was meant to preload libglapi, but with this MR it overwrites libgallium's
own symbols, which breaks libgallium.

This uses a meson builtin to handle -fvisibility=hidden. This is nice
because we don't need to track which languages are used, if C++ is
suddenly added meson just does the right thing.

In the old days (0.42.x), when mesa's meson system was written the
recommendation for handling conditional dependencies was to define them
as empty lists. When meson would evaluate the dependencies of a target
it would recursively flatten all of the arguments, and empty lists would
be removed. There are some problems with this, among them that lists and
dependencies have different methods (namely .found()), so the
recommendation changed to use `dependency('', required : false)` for
such cases. This has the advantage of providing a .found() method, so
there is no need to do things like `dep_foo != [] and dep_foo.found()`,
such a dependency should never exist.
I've tested this with 0.42 (the minimum we claim to support) and 0.45.
On 0.45 this removes warnings about comparing unlike types, such as:
meson.build:1337: WARNING: Trying to compare values of different types
(DependencyHolder, list) using !=.
v2: - Use dependency('', required : false) instead of
declare_dependency(), the later will always report that it is
found, which is not what we want.

The meson build file for Apple GLX is not listed in the EXTRA_DIST make
variable and therefore isn't shipped as part of the release tarball, so
meson builds from the tarball will fail.
Add the file to EXTRA_DIST to ensure it is included in the tarball.

No point in having an identical code in two places.
Not to mention that the Apple one incorrectly uses GLXDrawable as pbuf
type. This change is both API and ABI safe since the header uses the
correct GLXPbufferSGIX and both types are a typedef of the same
primitive XID.

Define GLX_USE_APPLEGL, as config/darwin used to, to turn on specific code to
use the applegl direct renderer
Convert src/glx/apple/Makefile to automake
Since the applegl libGL is now built by linking libappleglx into libGL, rather
than by linking selected files into a special libGL:
- Remove duplicate code in apple/glxreply.c and apple/apple_glx.c. This makes
apple/glxreply.c empty, so remove it
- Some indirect rendering code is already guarded by !GLX_USE_APPLEGL, but we
need to add those guards to indirect_glx.c, indirect_init.c (via it's
generator), render2.c and vertarr.c so they don't generate anything
Fix and update various includes
glapi_gentable.c (which is only used on darwin), should be included in shared
glapi as well, to provide _glapi_create_table_from_handle()
Note that neither swrast nor indirect is supported in the APPLEGL path at the
moment, which makes things more complex than they need to be. More untangling
is needed to allow that

Honor that when we are creating the required links.
Rename LIB_EXTENSION to LIB_EXT while we're here.
With libglapi linking aside, building classic drivers on
non-linux platforms should be possible now.

All the variables were used before the automake conversion
and do not make sense (nor are used) currently.
Replace GL_LIB_NAME with lib$(GL_LIB).$(LIB_EXTENSION) for
apple-glx. The build has been broken for ages, but this will
ease the recovery process as it happens.
