Unlike z/s blits, where we want the fallback to use the re-written blit,
we don't want this in the handle_snorm_copy_blit() path.

This is an optimization, but it also seems to be required because the HW
sometimes fails to set ViewIndex to 0. This fixes flakes with
dEQP-VK.renderpass2.fragment_density_map.*multiviewport where the VS for
the main renderpass is reused for the copy renderpass afterwards and it
copies ViewIndex to ViewportIndex expecting it to be 0 since multiview
is disabled for the copy renderpass.

We are still in the process of moving our kernels to gfx-ci/linux, but
we got the request to uprev the kernel a month ago when I started my
holiday, so let's not delay it more. Anyway, it is better to change
only one variable at a time so no harm done.

This avoids having to hardcode the proxy in the traces `download-url` or
jobs setting `PIGLIT_REPLAY_EXTRA_ARGS` and accidentally overriding the
default args when the author meant to append.

This could cause importing buffers, in particular multiplanar YUV, since
when the offset of the plane is added, the aligned size could be beyond
the end of the buffer.

The sm8350-hdk devices in the Collabora lab are experiencing power
issues: most are unable to boot via the barrel jack and only receive
power over the USB-C port, which is also used for fastboot.
Out of 9 devices, only 4 are currently operational. To reduce the load
on the remaining devices, move the 3 a660-gl-cl jobs to nightly.

Use the existing DRIVER_NAME mechanism to pick up common skips.
This is less error prone than manually adding the skips.
A redundant freedreno-a618-skips.txt is also dropped, as it's already
included via GPU_VERSION.

Thanks to the optimizations in the previous commits and further
increasing tests_per_group, we can now run more tests in a618-vk
while also reducing its parallelism.
Dropping `DEQP_FRACTION: 2` and only increasing the `fraction` of
the basic test set to 3 results in broader overall coverage.

value for FDO_CI_CONCURRENT on most of their jobs.

The a618-traces-performance job wasn’t actually running performance tests
because it didn’t extend the `.piglit-performance-base` template, which
is what sets the traces to be replayed 150 times.
This also hides the job from non-Marge pipelines, as intended.

Explicitly layout the resource in all cases, rather than depending on
the partial/incomplete layout that is done in fd_resource_from_handle()
(which will be going away).
Now that we are not YOLOing the layout, it turns up some questionable
assumptions in piglit. Just mark those xfails for now.
