This allows us to get better error messages in cases where LLVM has been
explicitly disabled but not found, as well making use of the feature
object for the required argument to dependency. This in turn can give
better error messages when the object is used incorrectly.

glapi is now statically built into libgallium or libGL and both must come
from the same Mesa version, so backward compatibility of dispatch tables
is no longer required.

Native context support is implemented by diverting the libdrm_amdgpu functions
into new functions that use virtio-gpu.
VA allocations are done directly in the guest, using newly exposed libdrm_amdgpu
helpers (retrieved through dlopen/dlsym).
Guest <-> Host roundtrips can be expensive so we try to avoid them as much as
possible. When possible we also don't wait for the host reply in case where
it's not needed to get correct result.
Implicit sync works because virtio-gpu commands are submitted in order to the
host (there a single queue per device, shared by all the guest processes).
virtio-gpu also only supports one context per file description (but multiple
file descriptions per process) while amdgpu only allows one fd per process,
but multiple contexts per fd. This causes synchronization problems, because
virtio-gpu drops all sync primitive if they belong to the same fd/context/ring:
ie the amdgpu_ctx can't be expressed in virtio-gpu terms.
For now the solution is to only allocate a single amdgpu_ctx per application.
Contrary to radeonsi/radv, amdgpu_virtio can use libdrm_amdgpu directly: the
ones that don't rely on ioctl() are safe to use here.

The unconditional inclusion of the `virtio` subdirectory introduced by !24733 causes a full dependency on DRM, it breaks any systems that have `system_has_kms_drm = false`, including Turnip with just the KGSL KMD. A temporary solution to this is gating the inclusion when `system_has_kms_drm` isn't set but this should be replaced with more specific gating in the future.

This patch is comprised of three main changes:
- Add a "shim" for GDI, since Xbox doesn't expose this library
- New framebuffer file, to support the Xbox "windowing" system
- Implement a custom WndProc hook for Xbox, since SetWindowsHookEx isn't supported either
Other than that, it's similar to the previous Xbox commits which mostly disable Win32-specific logic.

Add a new backend to enable using native driver in a VM guest, via a new
virtgpu context type which (indirectly) makes host kernel interface
available in guest and handles the details of mapping buffers to guest,
etc.
Note that fence-fd's are currently a bit awkward, in that they get
signaled by the guest kernel driver (drm/virtio) once virglrenderer in
the host has processed the execbuf, not when host kernel has signaled
the submit fence. For passing buffers to the host (virtio-wl) the egl
context in virglrenderer is used to create a fence on the host side.
But use of out-fence-fd's in guest could have slightly unexpected
results. For this reason we limit all submitqueues to default priority
(so they cannot be preepmted by host egl context). AFAICT virgl and
venus have a similar problem, which will eventually be solveable once we
have RESOURCE_CREATE_SYNC.

Now that ACO is considered feature-complete, it can be nice to avoid the
huge LLVM dependency when one only wants a Vulkan driver.
This patch allows radv to be built without LLVM. The two features which
get disabled are RADV_DEBUG=llvm and shader disassembly. The latter
is an issue for debugging, so I added a warning that this configuration
is unsupported.
