There are cases like zink where we have a file descriptors we are searching
for devices for, so we don't need device selecting reordering, we just want
the fastest path to get the devices so we can match them.
This also helps avoid some cases of deadlock inside compositors where
zink/vulkan initialises later and tries to connect to the compositor.
This uses a VK_EXT_layer_setting to add a bypass setting.

The standard way to query options in mesa is `os_get_option()` which
abstracts platform-specific mechanisms to get config variables.
However in quite a few places `getenv()` is still used and this may
preclude controlling some options on some systems.
For instance it is not generally possible to use `MESA_DEBUG` on
Android.
So replace most `getenv()` occurrences with `os_get_option()` to
support configuration options more consistently across different
platforms.
Do the same with `secure_getenv()` replacing it with
`os_get_option_secure()`.
The bulk of the proposed changes are mechanically performed by the

After this, the `#include "util/os_misc.h"` is also added in files where
`os_get_option()` was not used before.
And since the replacements from the script above generated some new
`-Wdiscarded-qualifiers` warnings, those have been addressed as well,
generally by declaring `os_get_option()` results as `const char *` and
adjusting some function declarations.
Finally some replacements caused new errors like:

Those have been addressed too, copying the const string returned by
`os_get_option()` so that it could be modified.
In particular, the error above has been fixed by copying the `const
char *env_llc_options` variable in
`src/gallium/auxiliary/gallivm/lp_bld_misc.cpp` to a `char *` which can
be tokenized using `strtok()`.

MESA_VK_DEVICE_SELECT_FORCE_DEFAULT_DEVICE=1 is useful but it's tedious
to type. This commit extends slightly DRI_PRIME/MESA_VK_DEVICE_SELECT
syntax support: if "!" is appended at the end then only the selected GPU
will be made visible to the application.

In the upcoming header update, vk_layer.h starts including vulkan_core.h
instead of vulkan.h. This will break this layer as it needs a couple of
window-system extension #defines.

VK_LAYER_EXPORT is going away in the next Vulkan header update. We
already have a PUBLIC macro in util/macros.h which does the same thing.
Unlike VK_LAYER_EXPORT, it should work in Windows too.

It is optional and is needed only when a layer has physical device
extensions that may be unknown to the loader.
This simplifies the layer a bit, but more importantly, it works around a
bug in the loader when there is another layer in the layer chain that
wraps VkInstance.

Force default device if MESA_VK_DEVICE_SELECT_FORCE_DEFAULT_DEVICE
environment variable set. This will not give multiple device
options to app. There are apps that selects gpu to use based on its
own criteria, this patch can force default behaviour for these apps
by giving only one gpu device to select from.

In EnumeratePhysicalDevices(), pci bus info is available only in
vulkan version >= 1.1. hence adding has_vulkan11 flag in places
where has_pci_bus is used in EnumeratePhysicalDevices() code flow.

In device select layer EnumeratePhysicalDevices() function pci
bus information is available only in case of vulkan >= 1.1.
Hence use vid/did to match boot_vga device in case of vulkan 1.0.

In function fill_drm_device_info(), struct ext_pci_properties is filled only
if has_vulkan11 is true. But the data received from ext_pci_properties is used
without checking for has_vulkan11. Fixing this by setting
drm_device->has_bus_info also if has_vulkan11 is true.
This fix will help in case of nonidentical gpu being used and xcb_surface
extension enabled.

We have to choose between:
1) Stop handling two identical GPUs
2) Stop having crashes with other layers active.
3) Fix the Vulkan Loader.
Since nobody seems to want to spend enough effort to do 3 the
effective choice is between 1 and 2. This is choosing 2, as
two identical GPUs is pretty uncommon since crossfire doesn't
work on Linux anyway.
(And it would only work sporadically as the game needs to enable the
extension)
