bd4c661ad0 ac,ac/nir: use a better sync scope for shared atomics
https://reviews.llvm.org/rL356946 (present in LLVM 9 and later) changed
the meaning of the "system" sync scope, making it no longer restricted to
the memory operation's address space. So a single address space sync scope
is needed for shared atomic operations (such as "system-one-as" or
"workgroup-one-as") otherwise buffer_wbinvl1 and s_waitcnt instructions
can be created at each shared atomic operation.

This mostly reimplements LLVMBuildAtomicRMW and LLVMBuildAtomicCmpXchg
to allow for more sync scopes and uses the new functions in ac->nir with
the "workgroup-one-as" or "workgroup" sync scopes.

0866edede0 radeonsi: Add debug option to enable LLVM GlobalISel (v2)
R600_DEBUG=gisel will tell LLVM to use GlobalISel rather than
SelectionDAG for instruction selection.

0075e5fed8 ac: add reusable helpers for direct LLVM compilation
This is basically LLVMTargetMachineEmitToMemoryBuffer inlined and reworked.

struct ac_compiler_passes (opaque type) contains the main pass manager.

ac_create_llvm_passes -- the result can go to thread local storage
ac_destroy_llvm_passes -- can be called by a destructor in TLS
ac_compile_module_to_binary -- from LLVMModuleRef to ac_shader_binary

The motivation is to do the expensive call addPassesToEmitFile once
per context or thread.

0d62370bbb ac: don't use byval LLVM qualifier in shaders
shader-db doesn't show any regression and 32-bit pointers with byval
are declared as VGPRs for some reason.

e2659176ce radeonsi/ac: move vertex export remove to common code.
This code can be shared by radv, we bump the max to

f4e499ec79 radv: add initial non-conformant radv vulkan driver
This squashes all the radv development up until now into
one for merging.

History can be found:
https://github.com/airlied/mesa/tree/semi-interesting

This requires llvm 3.9 and is in no way considered
a conformant vulkan implementation. It can run a number
of vulkan applications, and supports all GPUs using
the amdgpu kernel driver.

Thanks to Intel for providing anv and spirv->nir,
and Emil Velikov for reviewing build integration.
