a32709674a aco: Add parameter assignment hints 
Parameter assignment hints allow to influence parameter register
assignment logic with user-specified affinities. If there is an affinity
declared for a parameter, the assignment logic will try to match the
registers a parameter and its affinity are assigned.

It also allows to hint that certain registers are not suitable for
assigning parameters to and should be avoided.

f0c613765c aco: Add preload_preserved pseudo instruction 
These are helper instructions for the spill_preserved pass to insert
reloads for registers that are preserved by the ABI, yet
clobbered by the callee shader.

There is one p_reload_preserved instruction at the end of each block.
This allows us to insert reloads early, to alleviate the high latency of
scratch reloads.

38e32e39a9 aco: never end wqm early for vmem 
The remaining cases where disable_wqm isn't set are either uniform loads
or loads that influence control flow. In the first case, not ending WQM early
is free, and in the second case it's likely still better to not block scheduling.
