811b5b4b39 glsl: add new glsl_strtof() function 
Note, we could alternately implement this in terms of glsl_strtod()
with a (float) cast.

bb10e081c8 glsl: new glsl_strtod() wrapper to fix decimal point interpretation 
We always want to use '.' as the decimal point.
