b74cd405d3 microsoft/compiler: Respect ACCESS_COHERENT in UAV variable data
DXIL has a globally-coherent field for UAVs. When emitting UAV metadata
based on a resource variable, respect the relevant bit in the var data.

f121d8fe12 microsoft/compiler: Un-lower shared/scratch to derefs
Derefs have index-based access semantics, which means we don't need
custom intrinsics to encode an index instead of a byte offset.

Remove the "masked" store intrinsics and just emit the pair of atomics
directly. This massively reduces duplication between scratch, shared,
and constant, while also moving more things into nir so more optimizations
can be done.

84691dfc46 microsoft/compiler: Use image formats to determine texture types
Fixes some tests when bindless is disabled, where the image format is
R32, we do atomics on it, but we didn't set the "typed UAV load with
additional formats" feature bit because when we loaded from it, we
only loaded one component. Since the image format on the DXIL side
was declared as U32x4, the DXIL validator said that we should have.

6220fb454f microsoft/compiler: Add helpers for getting res_props structs
Currently we can get one by looking up already-emitted resource
metadata, but in the future we'll want to be able to get this
info from a call site alone. Depending on the type of call site,
we'll have different sets of info, so add helpers for the
various different kinds of call sites we can support.

e88070b1da microsoft/compiler: Support float controls
Float controls are emitted as function attributes on the entrypoint.
These function attributes are not the standard build-in LLVM kind, but
are strings, which the DXIL backend didn't know how to emit. So, this
change adds string attribute support and uses it for fp32 ftz/preserve.

bd4c8f562c microsoft/compiler: Truncate function names when needed
DXIL metadata strings and function names have a limited size. Truncate
the name when they don't fit. This is a quick&dirty workaround since it
doesn't address the problem for all kind of strings, and doesn't ensure
there's no collision in the function names after the truncation. That's
not an issue right now because I don't think we have implementations
keeping more than one function (the entrypoint), but it might be a
problem at some point.

f7e92c8869 microsoft/compiler: remove phi-value limit
There's no guarantee that we don't have more than 128 PHI values either,
so let's stop asuming so.

We do this by changing dxil_phi_set_incoming to dxil_phi_add_incoming,
which lets us add more incoming phi-values to the current one instead of
setting a new set of them.

This also lets us reduce these stack-arrays a bit, down to something
much more reasonable.

d752c4bc7c microsoft/compiler: ralloc incoming phi-values
Reserving 127 incoming values for every phi instruction is neither
robust nor memory efficient.

Let's ralloc this array instead when filling it. This way, we only pay
for what we use here.

b346f28453 microsoft/compiler: Emit HS PSV validation and entrypoint metadata
Note that this requires the shader info "tess" data to be correct.
For GLSL tess control shaders, only the output primitive count is
automatically available. The rest will need to be either guessed
or filled in from a matching tess eval (domain) shader. This is handled
by the d3d12 driver in a later patch.

72812fe9b5 microsoft/compiler: Support emitting multiple functions into a DXIL module
The instruction and block lists are moved into a new "function definition"
struct, and the DXIL module tracks one at a time for adding instructions
into. The NIR side still only emits the main function here though.

c1c1bad582 d3d12: Fix GCC warnings for missing function prototypes
Most of these are adding 'static', for functions that are local
to a translation unit but weren't declared static.

There's one instance of a missing include for bringing the prototype
into the translation unit, one function missing a return type (default-int),
and one which added inline to avoid it being considered unused in some sources.

6060291c0e d3d12: Fix brace-initialization issues
For C++ code, we shouldn't use {0}, instead use {} to default-
initialize everything. For code with nested structs/unions, make
sure there's enough braces to appropriately scope initialization.

dd5fe2f3de microsoft/compiler: add dxil-util code
This is support-code to emit the DirectX Intermediate Language, which is
a dialect of LLVM 3.7 bitcode. Because modern versions of LLVM doesn't
support emitting bitcode for older versions, and we can't rely on an old
LLVM version because we need the OpenCL support from Clang later on, we
instead implement our own LLVM bitcode encoder as part of this work.

The reason this comes as a separate library, is because we're also using
this code as the basis for an OpenCL C compiler, which will follow as a
separate merge-request later.

This is the combination of more than 230 commits from our development
