intel/decoder: Fix binding table pointer entry being marked as invalid

If entry goes until the last byte of the bo it was being marked as
not valid while it is valid.

intel/decoder: Move decoder to a separate module

Depends on both intel/common and intel/compiler. Breaks circular
dependency between these two modules.
