After removal inline function `_mm_shuffle_epi8`, the
macro `PIPE_ARCH_SSSE3` have no need anymore, remove it too.

ls3a4000 and ls2k1000 cpu is mips64r5 compatible with MSA SIMD
instruction set implemented, while ls3a3000 is mips64r2 compatible only.
Due to lacking llvm support for loongson CPU, llvm::sys::getHostCPUName().
return "generic" on all loongson mips CPU.
So we override the MCPU to mips64r5 if MSA is implemented, feedback to
mips64r2 for all other ordinaries.

This will allow it to be used as a drop in replacement for
_mesa_little_endian in a number of cases.
v2: - Always define PIPE_ARCH_LITTLE_ENDIAN and PIPE_ARCH_BIG_ENDIAN,
define the one that reflects the host system to 1 and the other to 0
- replace all uses of #ifdef, #ifndef, and #if defined() with #if
and #if ! with PIPE_ARCH_*_ENDIAN

This allows us to avoid having to rename all the PIPE_OS_* at once while
still making sure PIPE_OS_* and DETECT_OS_* are always in sync.

MCJIT is the only supported LLVM JIT on AArch64 and ARM (the regular
JIT has bit-rotted badly on ARM and doesn't exist on AArch64.)

The main change is to use MCJIT rather than the old JIT, which will never
be supported for System z. The endianness part is by example since the
patch was tested on a glibc system.

We are getting inconsistent methods for endian detection (same answer when
it works, just doesn't work on some platforms) depending on whether __GLIBC__
is defined, which of course depends on include ordering before p_config.h
Just make p_config.h include limits.h to solve this.

PIPE_ARCH_UNKNOWN_ENDIAN is used no where else. All #else branches of
ifdef PIPE_ARCH_LITTLE assume big-endian. Not #error'ing out here
only serves to allow bad things to happen.

BSD supports pipe in the same way as linux hence options which
are safe for linux are also safe for BSD. Define PIPE_OS_BSD in
include/pipe/p_config.h and adjust the defines to make use of it.
Also define MAP_ANONYMOUS for BSD systems which use MAP_ANON
