We can use the init-stage1 script from the Mesa build artifacts instead of
keeping a copy in the lava-trigger container and inlining it into the
LAVA job definition.

An unintended consequence of !35203 is that when container jobs are not
there, nothing depends on the `sanity` job anymore.
Fix this by making all the jobs using a container image we generate also
depend on `sanity` through the `.use-$distro/$variant` templates.

The yaml file for the definitions for container build on different systems can
have a split between systems before split between hidden and build jobs.

We need to use a later version of Meson than is currently available
in the Alpine repository. Use the existing `install-meson.sh` to fetch
the appropriate version from PyPI.
This requires that we explicitly install a Ninja impl on Alpine -
Samurai is the preferred impl and by using this we do not need
to prefix `PATH` to access Ninja.
`apk` installed Installed packages are additionally sorted.

Compared to the existing Debian-based x86_64_pyutils container, this
Alpine-based variant reduces the image size by approximately 83%.
Include all the necessary python artifacts, including lava_job_submitter
in the container to avoid having to download them at the start of each
test job.

Instead of allowing defining it in the job, but then not doing that.

u_format has always had its format table in CSV. This is kind of nice
for some things, but is a serious pain to extend, especially with
optional fields.
In going through our many (many, many) duplicated tables of format
mappings, it would've been nice to add some descriptions to our central
u_format table, such as mapping to DRM FourCC, to EGLImage mappings, and
to GL internalformats for EGLImage imports. Unfortunately, doing so with
more additional fields would just make the CSV totally unreadable.
Move the CSV table to a YAML-based table and adjust the Python parsers
to suit. The resulting generated files are identical before and after
the transition.
The new parser also has a significant amount of format validation to
make it easier to catch common errors.

We're about to introduce a hard dependency on OpenCL functions in Iris
& Anv to generate commands. Intel-clc has been modified to generate
serialized NIR.
A number of builders are doing cross builds, so we can't use the
intel-clc built in that cross build. Other builds like ASAN/MSAN also
complain when running the built version of intel-clc because of
uninitialized values in the packaged LLVM libraries from the
x86_64-base image.
To solve those problems we build a host version of intel-clc and use
that binary in the cross build to generate the serialized NIR.

- To keep things organized, create a base hidden jobs for alpine images,
as we have 2 now
- This image will have an SSH client ran by LAVA dispatchers
(x86_64-only) who will serve as a bypass channel of output and dmesg
and an alternative for UART.

--retry, number of retries
--retry-all-errors, does not fail on ALL errors, that's why there is -f
-f, fail fast with no output at all on server errors
--retry-delay, make curl sleep this amount of time before each retry

Alpine is lightweight distribution with musl-libc. We currently testing
with Debian and Fedora, which are both Glibc based distro, so this
option should be able give us chance to catch more build-system bugs.
