f9f60da813 util/u_endian: set PIPE_ARCH_*_ENDIAN to 1
This will allow it to be used as a drop in replacement for
_mesa_little_endian in a number of cases.

v2: - Always define PIPE_ARCH_LITTLE_ENDIAN and PIPE_ARCH_BIG_ENDIAN,
      define the one that reflects the host system to 1 and the other to 0
    - replace all uses of #ifdef, #ifndef, and #if defined() with #if
      and #if ! with PIPE_ARCH_*_ENDIAN

9add63a3a5 radv: Remove redundant format check.
The switch directly after the check has a default case that returns
NULL too, so the effective return value is not changed. Also this
check is wrong once we start dealing with formats introduced by an
extension (e.g. YUV formats).

0f7b18fa0d python: Use the print function
In Python 2, `print` was a statement, but it became a function in
Python 3.

Using print functions everywhere makes the script compatible with Python
versions >= 2.6, including Python 3.

f4e499ec79 radv: add initial non-conformant radv vulkan driver
This squashes all the radv development up until now into
one for merging.

History can be found:
https://github.com/airlied/mesa/tree/semi-interesting

This requires llvm 3.9 and is in no way considered
a conformant vulkan implementation. It can run a number
of vulkan applications, and supports all GPUs using
the amdgpu kernel driver.

Thanks to Intel for providing anv and spirv->nir,
and Emil Velikov for reviewing build integration.
