With -Dintel-clc=system, the build system will search for an `intel_clc`
binary and use it instead of building `intel_clc` itself.
This allows Intel Vulkan ray tracing support to be built when cross
compiling without terrible hacks (that would otherwise be necessary due
to `intel_clc`'s dependence on SPIRV-LLVM-Translator, libclc, clang, and
LLVM).

MOCS = 0 is a invalid MOCS index, so it is necessary get a valid value
and set to MI_MATH instructions.
So here the mocs index is set with mi_builder_set_mocs(), it can be
always set but it is required when mi_build will emit MI_MATH
instructions.
The mocs index will only be stored and used in gfx12.5+ platforms
so no changes were are required in crocus or hasvk.

In both cases there's code right after the execution to check the result and
give a proper message.
This gets rid of meson warning

We make the compiler assume the worst possible case (it's not great
because we have to burn 32 GRFs of potential input data) and then we
push the actual value through push constants.
This enables VK_EXT_gpl usage on zink, which causes two traces to change
their results. Raven is an imperceptible change, blender has missing
original pngs but looks plausible.

With the shader cache enabled, intel_clc attempts to write to ~/.cache.
Many distributions' build systems limit file-system access, and will
kill the process thus causing the build to fail.

That was previously listed on the getopt_long struct but not actually
being used. This makes intel_clc argument processing easier as now
all of its arguments are handled with getopt and anything after the
special argument '--' is passed along to clang to form the final build
command.

GRL, or Graphics Library for Ray-tracing is a library we share with the
Windows drivers for doing BVH builds on the GPU. It consists of a few
headers shared between CL and C code, a bunch of CL kernels, and some
GRL meta-kernels in their own format.
