845222dbae util: Rename src/gallium/include/pipe/p_config.h to src/util/detect_arch.h
Even though the defines in p_config.h are stared with PIPE_, they are indeed
are generic detecting mechanics, we will rename them to DETECT_* in latter MR

We rename src/gallium/include/pipe/p_config.h src/util/detect_arch.h because
the detect code in src/gallium/include/pipe/p_config.h are most about
processor architecture detecting.

The file util/detect.h is added to replace functional of src/gallium/include/pipe/p_config.h
So we replace of #include "pipe/p_config.h" with #include "util/detect.h"

The file util/detect_cc.h is added as a placeholder for moving compiler related macro defines
from p_config.h into it in following commits

5bde671df2 gallium: Avoid nullptr-with-nonzero-offset
reserve() in rtasm_x86sse compares a pointer difference with some
integers to check if reallocation is needed.
It unfortunately groups the first pointer with an int, which makes it
possible to hit nullptr-with-nonzero-offset under Undefined Behavior
Sanitizer.
This patch suggests a reordering of the arithmetic expression so that
first the pointer difference is computed, and from that on it's just a
usual integer arithmetic, avoiding nullptr-with-nonzero-offset.

1b8a43a0ba util: Remove util_cpu_detect
util_cpu_detect is an anti-pattern: it relies on callers high up in the call
chain initializing a local implementation detail. As a real example, I added:

...a Mali compiler unit test
...that called bi_imm_f16() to construct an FP16 immediate
...that calls _mesa_float_to_half internally
...that calls util_get_cpu_caps internally, but only on x86_64!
...that relies on util_cpu_detect having been called before.

As a consequence, this unit test:

...crashes on x86_64 with USE_X86_64_ASM set
...passes on every other architecture
...works on my local arm64 workstation and on my test board
...failed CI which runs on x86_64
...needed to have a random util_cpu_detect() call sprinkled in.

This is a bad design decision. It pollutes the tree with magic, it causes
mysterious CI failures especially for non-x86_64 developers, and it is not
justified by a micro-optimization.

Instead, let's call util_cpu_detect directly from util_get_cpu_caps, avoiding
the footgun where it fails to be called.  This cleans up Mesa's design,
simplifies the tree, and avoids a class of a (possibly platform-specific)
failures. To mitigate the added overhead, wrap it all in a (fast) atomic
load check and declare the whole thing as ATTRIBUTE_CONST so the
compiler will CSE calls to util_cpu_detect.

7daba1fe65 replace 0 with NULL for NULL pointers
This updates many places where 0 is used as NULL pointer.

There are a few warnings left when I build the default
configuration but they either relate to code
outside of mesa or where "None" is used instead.

a9618e7c42 util: Add accessor for util_cpu_caps
In release builds, there should be no change, but in debug builds the
assert will help us catch undefined behavior resulting from using
util_cpu_caps before it is initialized.

With fix for u_half_test for MSVC from Jesse Natalie squashed in.

56bf948e11 rtasm,translate: Re-enable SSE on Mingw64.
This reverts f4dd099171.

The src/gallium/tests/unit/translate_test.c gives the same results on
MinGW 64-bits as on Linux 64-bits.  And since MinGW is often used for
development/testing due to its convenience, it's better not to have this
sort of differences relative to MSVC.

4dd445f1cf gallium/rtasm: handle mmap failures appropriately
For a variety of reasons mmap (selinux and pax to name
a few) and can fail and with current code. This will
result in a crash in the driver, if not worse.

This has been the case since the inception of the
gallium copy of rtasm.

a3e6e50544 rtasm: add minimal x86-64 support and new instructions (v5)

- Use _WIN64 instead of WIN64

- Add target and target caps functions, so that they could be different in
  principle from the current CPU and they don't need #ifs to check

- Win64 support (untested)
- Use u_cpu_detect.h constants instead of #ifs

This commit adds minimal x86-64 support: only movs between registers
are supported for r8-r15, and x64_rexw() must be used to ask for 64-bit
operations.

It also adds several new instructions for the new translate_sse code.
