b7c04b1790 ac/llvm: handle static/shared llvm init separately
Having a single init function works as expected for shared llvm, but
when using a static llvm only one llvm will get initialized.

This commit introduces 2 separate init function:
- shared llvm = single public init function
- static llvm = one init function for each module using llvm

50d20dc055 ac/llvm: export ac_init_llvm_once in targets
If a program like mpv uses both radeon_dri.so (because --vo=gpu) and
radeonsi_drv_video.so (because --hwdec=vaapi) then LLVM will be inialized twice.

The commit exports the ac_init_llvm_once so there's only one instance of the
function.

See also 18b12bf533 ("targets: export radeon winsys_create functions to silence LLVM warning")
which implemented this workaround initially.

a8e2d79e02 meson: use gnu_symbol_visibility argument
This uses a meson builtin to handle -fvisibility=hidden. This is nice
because we don't need to track which languages are used, if C++ is
suddenly added meson just does the right thing.

d2d85b950d meson: replace libmesa_util with idep_mesautil
This automates the include_directories and dependencies tracking so that
all users of libmesa_util don't need to add them manually.

Next commit will remove the ones that were only added for that reason.

meson: Force '.so' extension for DRI drivers
DRI driver loadable modules are always installed with
install_megadriver.py with names ending with '.so', irrespective of
platform.

Force the name the loadable module is built with to match, so
install_megadriver.py doesn't spin trying to remove non-existent
symlinks.

2e4be28fb2 meson: fix va target linkage
The state tracker needs to be linked with whole-archive (like
autotools). As a result there are symbols from libswdri and libswkmsdri
that are needed, so link those as well.

7023b373ec meson: link dri3 xcb libs into vlwinsys instead of into each target
This makes the dependencies easier to manage, since each media target
doesn't need to worry about linking to half a dozen libraries.

acf3d2afab configure: check once for DRI3 dependencies
Currently we are having the XCB_DRI3 dependencies duplicated,
partially.

Just do a once-off check and add all of the respective CFLAGS/LIBS
where needed.

As a nice side effect this helps us solve a couple of FIXMEs.

DRI3 is not a thing w/o X11 so disable it in such cases.

9d14a25bee configure.ac: Move llvm_set_environment_variables higher.
This moves the function to get the LLVM environment variables higher
in the file. It still needs to be below the "--enable-opencl" because
it uses $enable_opencl.
It can be called without condition now as it only throws errors if
openCL is enabled.

v5:
HAVE_MESA_LLVM is only used for gallium. Rename it to HAVE_GALLIUM_LLVM.
In order to only link LLVM when it is needed, HAVE_GALLIUM_LLVM is only
set if "$enable-gallium-llvm" is yes.

0c0f841e5d st/va: hardlink driver instances to gallium_drv_video.so
Removes the need to set LIBVA_DRIVER_NAME=gallium for supported targets and is
consistent with vdpau and general gallium drivers.

Note: some versions of libva can detect the gallium name and use the
backend. Although that behaviour seems inconsistent since it only works
for some platforms/backends.

777d1453f1 build: enable st/va with nouveau driver
vainfo fails in vaDriverInit because "dd_create_screen"
does not reach strcmp(driver_name, "nouveau") code.
Indeed when compiling the va target.c, the macro GALLIUM_NOUVEAU
is not defined.
This patch define the macro the same it is done for dri and
vdpau targets.

Tested with:
./autogen.sh --enable-glx --enable-gles2 --enable-egl --enable-vdpau --enable-glx-tls=yes --enable-va
--with-gallium-drivers=swrast,nouveau --with-dri-drivers=swrast,nouveau --with-egl-platforms=x11

59cfb21d46 targets: use the non-inline sw helpers
Previously (with the inline ones) things were embedded into the
pipe-loader, which means that we cannot control/select what we want in
each target.

That also meant that at runtime we ended up with the empty
sw_screen_create() as the GALLIUM_SOFTPIPE/LLVMPIPE were not set.

ad12027d8f gallium: rename libpipe_loader to libpipe_loader_dynamic
With the next commits we'll introduce a 'static' version, which will
essentially load the statically linked-in pipe-drivers, rather than the
standalone pipe-$foo.so ones.

c39dbfdd0f auxiliary/vl: bring back the VL code for the dri targets
With commit c642e87d9f4(auxiliary/vl: rework the build of the VL code)
we split out the VL code into a separate static library that was meant
to be used by the VL targets alone - va, vdpau, xvmc.

The commit failed to consider the way we handle vdpau-gl interop and
broke it. Bring back the functionality by keeping the vl <> vl_stub
separation as requrested by Christian.

v2: Update the omx target as well. Update mesa-stable email address.

c642e87d9f auxiliary/vl: rework the build of the VL code
Rather than shoving all the VL code for non-VL targets, increasing
their size, just split it out and use it when needed. This gives us
the side effect of building vl_winsys_dri.c once, dropping a few
automake warnings, and reducing the size of the dri modules as below

2dbaedaf10 automake: rework VL dependency tracking
Set a single VL_{CFLAG,LIBS} for xcb and friends, and let each target
check for it's relevant library alone. Required as with follow up
commits we'll build aux/vl into a separate module, which needs VL_CFLAGS

Cleanup add a couple of explicit LIBDRM_LIBS linking, as aux/vl itself
requires libdrm, despite that LIBDRM_{RADEON,NOUVEAU...} may provide it
as well.

v2: Rebase. Make sure st/xvmc programs work.

This patch adds a skeleton VA-API state tracker,
which is filled with live in the subsequent patches.
