This fixes gen_pack_header to work on python 2, where name[0] is unicode
not str.

This is the default in python3, but in python2 you get old style
classes. No one likes old-style classes.

There is unicode in this file, and I'm actually surprised that the
python interpreter hasn't gotten grumpy.
