This is for take care of GetEnvironmentVariableA/getenv/secure_getenv/os_get_android_option
consistently across windows/posix/android
And also secure_getenv should not directly used in mesa, remove it from u_debug.h
os_get_option_secure is using getenv for windows before, that also pull the drawback of getenv, so convert it also
using GetEnvironmentVariableA on windows instead.
This is done the same as commit bed69133cd for os_get_option_secure

This is achieved by the following steps:

excludes
docs,*.rs,addrlib,src/imgui,*.sh,src/intel/vulkan/grl/gpu
These are safe because those files should keep DEBUG macro is already excluded;
and not directly replace DEBUG, as we have some symbols around it.
Use debug or NDEBUG instead of DEBUG in comments when proper
This for reduce the usage of DEBUG,
so it's easier migrating to MESA_DEBUG
These are found when migrating DEBUG to MESA_DEBUG,
these are all comment update, so it's safe
Replace comment /* DEBUG */ and /* !DEBUG */ with proper /* MESA_DEBUG */ or /* !MESA_DEBUG */ manually
DEBUG || !NDEBUG -> MESA_DEBUG || !NDEBUG
!DEBUG && NDEBUG -> !(MESA_DEBUG || !NDEBUG)
Replace the DEBUG present in comment with proper new MESA_DEBUG manually

Pick DEBUG_GET_ONCE_BOOL_OPTION as a example:
The intention of DEBUG_GET_ONCE_BOOL_OPTION are returned the same value across
thread, before this commit, on different thread call the function generated by
DEBUG_GET_ONCE_BOOL_OPTION may return different value if called setenv in the
middle of debug_get_bool_option, so use debug_get_option_cached along with
new exposed function debug_parse_bool_option to solve this issue

Getting debug_get_num_option to return int64_t, as long under 64 bit Linux are 64 bit size,
so using fixed int64_t for cross platform consistence, as long under win32 is 32 bit size.
Getting DEBUG_GET_ONCE_FLAGS_OPTION to return uint64_t to getting it to be
consistence with debug_get_flags_option.
DEBUG_GET_ONCE_NUM_OPTION is not accessed in codebase, so add unittest for it, it maybe
used in future, remove it is not consistence

Add unit tests for debug_get_bool_option and debug_get_num_option
Merge env_var_as_boolean and debug_get_bool_option and implement
env_var_as_boolean with debug_get_bool_option in a stricter side.
Merge env_var_as_unsigned and debug_get_num_option and implement
env_var_as_unsigned with debug_get_num_option in a stricter side.
Move debug_control, parse_debug_string, parse_enable_string,
comma_separated_list_contains from debug.* to u_debug.*
Main changes:
os_get_option() is used instead of getenv() for env_var_as_boolean
and env_var_as_unsigned;
also debug_get_bool_option() has logic like "true" always if not "false";
env_var_as_boolean() now uses different logic:
if env variable is neither "true" nor "false" returns the default value,
we left the second one; but if you want the behavior to be the same as in
the old version of debug_get_bool_option() use dfault=true

DEBUG_GET_ONCE_FILE_OPTION is not a truly once function, it's return a new
FILE* object when calling to it when the conditions are satisfied. And it's
functional can be replaced with DEBUG_GET_ONCE_OPTION properly.

Using 'initialized' to guard the one-time init, means it can be set to
false as part of .bss instead setting 'first' to true in .data. This
is more efficient and works at .ctor time.

These dialogs only exist on Windows, so let's not even expose a util
function for this on other platforms.
The code is only ever called from Windows specific code anyway.
While we're at it, clean up the name a bit as well.

Add a helper to get debug options that specify a file path, with
additional checking for suid to prevent unintended file access via
mesa's debug features.
Unlike other DEBUG_GET_ONCE_*, this returns a new file ptr each time
it is called (although it only does the lookup of the path once).

A fairly common pattern for debug envvars is something like:
static int should_print = -1;
if (should_print < 0)
should_print = env_var_as_unsigned("NIR_PRINT", 0);
Unfortunately helgrind doesn't realize that we expect to always get the
same return value, so we don't actually care about the race condition
here.
Add a helper get_once() and do_once macros, with extra locking to make
helgrind/drd happy. Note that other than the nir usages (which are
limited to debug builds), other usages are not in hot-paths.
