Introduce skqp testing on ADL generation. Only one job on the pre-merge, and
no fraction needed, so not required to set up a job for nightly runs.
Introduced the initial expectation files with fails, flakes, and skips.

These are pure VK-CTS jobs, they don't run any GL tests.
It doesn't matter right now because these two jobs are disabled, but
when they get re-enabled, we'll want this to have been fixed.

Driver with compact_arrays=false (i.e. radeonsi) is broken when
tess factor is accessed indirectly, for example:
gl_TessLevelOuter[gl_InvocationID] = xxx;
This fix use nir_vectorize_tess_levels to lower array tess factor
access into direct vector access before nir_lower_io() like clip
and cull distance way.

Reviewer the results from the last nightly run completed using ci-collate tool
(gl.fd.o/gfx-ci/ci-collate) with the 'patch' feature and a bit of human
intervention, these are the changes in the expectations.

- i915 able to load firmwares from rootfs (loaded later, but gaining PM
firmware loading support also necessary for ADL to loadup)

All these jobs are redundant and a waste of resources:
- the containers have already been built & pushed in the merge pipeline
- the mesa build variants have already all passed
- the driver tests have already all passed
None of these jobs are doing anything useful in this pipeline, but it
costs a factor of 2x to our infrastructure, so let's remove them.
In other words, the only job left in the post-merge pipeline is the
`pages` job that deploys the update to the website.
