dae3113c3d gallium: split drawid out of pipe_draw_info and as a separate draw_vbo param
the only case in which this is nonzero is if a multidraw gets split by the frontend,
i.e., mesa core, and in all other cases it can be ignored. the value can also be ignored
for all indirect draws, though it seems many (most?) gallium drivers are not aware of this

4566383ae4 gallium: move pipe_draw_info::index_bias to pipe_draw_start_count_bias
this moves index_bias into the multidraw struct, enabling draws where the value
changes to be merged; the draw_info struct member is renamed and moved to the end
of the struct for tc use

u_vbuf still has some checks to split draws if index_bias changes, maybe
this can be removed at some point?

a9618e7c42 util: Add accessor for util_cpu_caps
In release builds, there should be no change, but in debug builds the
assert will help us catch undefined behavior resulting from using
util_cpu_caps before it is initialized.

With fix for u_half_test for MSVC from Jesse Natalie squashed in.

27dcb46629 gallium: add take_ownership param into set_vertex_buffers to eliminate atomics
There are a few places (mainly u_threaded_context) that do:
   set_vertex_buffers(...);
   for (i = 0; i < count; i++)
      pipe_resource_reference(&buffers[i].resource.buffer, NULL);

set_vertex_buffers increments the reference counts while the loop
decrements them.

This commit eliminates those reference count changes by adding a parameter
into set_vertex_buffers that tells the callee to accept all buffers
without incrementing the reference counts.

AMD Zen benefits from this because it has slow atomics if they come from
different CCXs.

b688ea31fc gallium: add unbind_num_trailing_slots to set_sampler_views
Instead of calling this functions again to unbind trailing slots,
extend it to do it when binding. This reduces CPU overhead.

A lot of drivers ignore "start" and always unbind all slots after "count".
Such drivers don't need any changes here.

a51d4b10f1 gallium: add take_ownership param into set_constant_buffer to eliminate atomics
We often do this:
    pipe->set_constant_buffer(pipe, shader, slot, &cb);
    pipe_resource_reference(&cb->buffer, NULL);

That results in atomic increment in set_constant_buffer followed by
atomic decrement after set_constant_buffer. This new interface
eliminates those atomics.

For the case above, this should be used instead:
    pipe->set_constant_buffer(pipe, shader, slot, true, &cb);
    cb->buffer = NULL; // if cb is not a local variable, else do nothing

AMD Zen benefits from this. The perf improvement is ~3% for Viewperf13/Catia.

9ac8f8f490 gallium: Add optional pipe_context to flush_frontbuffer
It's hooked up in all the pipe wrapper drivers, and all the
frontends except a couple places in glx/xlib.

This enables a more efficient path for drivers which use
swrast's Present, but hardware rendering (e.g. d3d12, zink).

1cd455b17b gallium: extend draw_vbo to support multi draws
Essentially rename multi_draw to draw_vbo and remove start and count
from pipe_draw_info.

This is only an interface change. It doesn't add multi draw support
anywhere.

A couple of problems were discovered after this series was merged that
cause breakage in different configurations:

   (1) It seems that using -mf16c also enables AVX, leading to SIGILL on
   platforms that do not support AVX.
   (2) Since clang only warns about unknown flags, and as I understand
   it Meson's handling in cc.has_argument() is broken, the F16C code is
   wrongly enabled when clang is used, even for example on ARM, leading
   to a compilation error.

35b22b5da0 util: Make all 3 fetch_rgba functions occupy the same function slot.
A single format either had the float, the sint, or the uint version.
Making the dst be void * lets us store them in the same slot and not have
logic in the callers to call the right one.

4064a6cd20 util: Split the pack/unpack functions out of the format desc.
This gives the compiler a chance to GC pack/unpack functions separate from
the format descriptions.  For drivers that use everything, this is
+10-20kb, while for libvulkan_intel it's -1.3MB.

1c8bcad81a gallium: add pipe cap for scissored clears and pass scissor state to clear() hook
this adds a new pipe cap that drivers can support which enables passing buffer
clears with scissor test enabled through to be handled by the driver instead
of having mesa draw a quad

also adjust all existing clear() hooks to have the new parameter

2e92d33819 scons: Prune out unnecessary targets.
This prunes out all targets except libgl-gdi, libgl-xlib, and svga, as
suggested by Marek Olšák.

libgl-xlib will be remove once I have had time to confirm no automated
tests we have rely upon it.

There are also a bunch of Makefile.sources which become orphaned as
result, that are not taken care of in this change.

882ca6dfb0 util: Move gallium's PIPE_FORMAT utils to /util/format/
To make PIPE_FORMATs usable from non-gallium parts of Mesa, I want to
move their helpers out of gallium.  Since u_format used
util_copy_rect(), I moved that in there, too.

I've put it in a separate directory in util/ because it's a big chunk
of related code, and it's not clear to me whether we might want it as
a separate library from libmesa_util at some point.

6ec1259423 ci: Run tests on i386 cross builds
Yes, some tests fail, but we can turn those into XFAILs at meson time.
Better to keep the things that work working than not cover them at all.
Unfortunately XPASS results will not cause the build to fail until we
update CI to meson 0.51 or newer.

d2d85b950d meson: replace libmesa_util with idep_mesautil
This automates the include_directories and dependencies tracking so that
all users of libmesa_util don't need to add them manually.

Next commit will remove the ones that were only added for that reason.

08f4a904b3 gallium: Make sure we return is_unorm/is_snorm for compressed formats.
The util helpers were looking for a non-void channels in a non-mixed
format and returning its snorm/unorm state.  However, compressed formats
don't have non-void channels, so they always returned false.  V3D wants to
use util_format_is_[su]norm for its border color clamping workarounds, so
fix the functions to return the right answer for these.

This now means that we ignore .is_mixed.  I could retain the is_mixed
check, but it doesn't seem like a useful feature -- the only code I could
find that might care is freedreno's blit, which has some notes about how
things are wonky in this area anyway.
