nir/cf: add new control modification API's
These will help us do a number of things, including:
- Early return elimination.
- Dead control flow elimination.
- Various optimizations, such as replacing:
if (foo) {
...
}
if (!foo) {
...
}
with:
if (foo) {
...
} else {
...
}
