panvk: Don't check the bind_point in panvk_cmd_prepare_fragment_job()

Browse source 
We are about to call panvk_cmd_close_batch() from meta helpers, and
those don't bind a pipeline, so let's drop the check in
panvk_cmd_prepare_fragment_job().
