docs/releasing: polish LLVM_CONFIG wording/handling

Use consistent way to manage "non-default" llvm installations, clearly
documenting it.

AKA, use LLVM_CONFIG throughout and unset for the Windows/mingw builds.

v2: unset the save_ variable (Andres)
