etnaviv: correct PIPE_SHADER_CAP_MAX_CONST_BUFFER_SIZE handling

Have a correct answer to GL_MAX_FRAGMENT_UNIFORM_VECTORS and
GL_MAX_VERTEX_UNIFORM_VECTORS.
