draw/so: fix overflow calculation
only report overflow for missing targets if they're actually being used. if the targets are missing but are not being used by any slot in the stream output declaration we should correctly just ignore them. Signed-off-by: Zack Rusin <zackr@vmware.com> Reviewed-by: José Fonseca <jfonseca@vmware.com>
