i965: Stop recomputing drawbuffer bounds on drawbuffer change.
For winsys FBOs, the bounds are appropriately updated immediately upon _mesa_resize_framebuffer(). For user FBOs, they're updated as part of the normal draw path state update due to _NEW_BUFFERS having been flagged.
