radv/ci: bump the number of runners to 3 for vkcts-navi21-valve

Browse source 
RADV_PERFTEST=gpl increased execution time, so let's try with a 3d
runner.

dEQP-VK.api.device_init.create_instance_device_intentional_alloc_fail.basic
seems reliably fixed now for some reasons.
