radv/ci: drop redundant renoir timeouts

No idea why we ended up having timeouts set in gitlab-ci-inc.yml, but
this isn't right as they are only applicable to jobs.

The actual `radv-renoir-vkcts` job already overrides these, so it's just
dead code; let's reap it.
