radeon/vcn: support picture parameters for HEVC
Pass pipe_picture_desc instead of pipe_h264_enc_picture_desc so that it can be used for different codecs. Add functions to handle picture parameters that will be used for HEVC encode. Signed-off-by: Boyuan Zhang <boyuan.zhang@amd.com> Acked-by: Christian König <christian.koenig@amd.com>
