freedreno: remove unnecessary null checks
According to piglit/xonotic/neverball/stc, blend/rasterize/zsa state will always be bound (never null). And the null checks were in- consistent anyways, so remove them. Signed-off-by: Rob Clark <robclark@freedesktop.org>
