configure.ac: remove deprecated --with-libclc-path

The option was deprecated with commit 959e83d6507(clover: Adapt libclc's
INCLUDEDIR and LIBEXECDIR to make use of the new introduced libclc.pc.)
back in 2012 with mesa 9.2.
