Jesse.zhang 1aeddf782e amdgpu: Add user queue modify support and extend MQD structure
The modify functionality enables dynamic queue reconfiguration at runtime,
allowing adjustment of compute resources, priorities, and target hardware
without requiring queue destruction/recreation.
