quirks: Add quirk for Google Chromebook Redrix

Google Chromebook Redrix (HP Elite Dragonfly) is shipped with a touchpad
from ELAN (ELAN2703:00 04F3:323B) with uncommon pressure parameters
which make moving and tapping not working out of box.
