Peter Hutterer 1a8324aeb8 Drop the signed-off-by requirement 
We've had this for roughly 10y now and it's value is dubious. Most of
xorg no longer requires, mesa accepts but doesn't require it, most of GNOME
doesn't accept it and neither does systemd.

Let's drop the requirement.

libevdev - wrapper library for evdev input devices

libevdev is a wrapper library for evdev devices. it moves the common tasks when dealing with evdev devices into a library and provides a library interface to the callers, thus avoiding erroneous ioctls, etc.
