[base] Remove legacy LCD filter.

* src/base/ftlcdfil.c (_ft_lcd_filter_legacy): Removed.
(FT_Library_SetLcdFilter): Updated.
* include/freetype/ftlcdfil.h (FT_LcdFilter): Updated.
* doc/CHANGES: Updated.
