Nobody cares about BeOS in 2022, and it cannot be built with Meson anyway.
Removing the BeOS backend also allows us to drop the dependency on a C++
compiler and simplify the Autotools build considerably by removing all
the extra CXX targets.

The code for extracting font glyphs was replaced in
70cc8f250b with an implementation based
on CoreText, which is not available on MacOSX 10.4. This commit
restores automatic detection of which API should be used by means of
dynamic linking.
Since 70cc8f250b the quartz backend is
using some APIs that are not available on MacOSX 10.4 directly
(i.e. without detecting their availability through dynamic linking).
This means that the quartz backend does not work anymore on MacOSX
10.4 and that the 10.5 SDK (or newer) is needed to build.
Pixman has PDF-like radial gradients since 0.20.0, but the
implementation of the tangent circles case was not correct. This has
been fixed in 0.20.2, along with some invalid operations fixes.
This reverts commit 5f38e215ed.
It's true that the dependencies can fall out of date, but it's really
unkind to not provide users with this information. I think we can
compromise by committing to update this information before major
releases.
