Initial VPN Support
		- supports 'vpnc'
		- reworks device IP configuration, backend files have changed and will need
			to be updated for all distributions.  I will try to do what I can for
			them, but I cannot test them.

	- Move named directory to src/named-manager
	- Make backends directory self-contained
