all: unify comment style for SPDX-License-Identifier tag
Our coding style recommends C style comments (/* */) instead of C++
(//). Also, systemd (which we partly fork) uses C style comments for
the SPDX-License-Identifier.

Unify the style.

l3cd/ndisc: add nm_ndisc_data_to_l3cd() helper
NML3ConfigData is a simple container structure that contains no logic.
Also, DHCP code already is intimately related to NMIP[46]Config (for
now, later that will be NML3ConfigData).

It makes sense that NMNDisc is aware of NML3ConfigData and knows how to
conver the RA data into an l3cd instance.

device/ndisc: add nm_ndisc_stop() method
It is bad style to rely on the last unref of an object for stopping
the operation. With a ref-counted object you should never rely on
anybody else still having (or not having) a reference. Hence, you
should not rely on stopping the ND during the last unref.

Add an explicit nm_ndisc_stop() function.

device/ndisc: let calling code determine the used RA timeout for NMNDisc
Previously, if we passed ra_timeout 0 to NMNDisc, then it would
calculate the effective timeout based on the router-solicitations
and the router-solicitation-interval.

The caller may want to know the used timeout, to also run its own timers
with the same timeout. Hence, it cannot leave this automatism internal
to NMNDisc.

  test:ERROR:../src/ndisc/tests/test-ndisc-fake.c:373:test_preference_changed_cb: assertion failed (_a->timestamp == (data->timestamp1 + 3)): (9 == 10)

but that leads to a different failure:

  test:ERROR:../src/ndisc/tests/test-ndisc-fake.c:375:test_preference_changed_cb: assertion failed (_a->lifetime == (9)): (10 == 9)

Instead, the start and end times must match exact (in their duration),

d8e1f4c8ef ndisc: remove upper bound for IPv6 autoconfiguration timeout
As it is possible to configure an arbitrarily large DHCP timeout, it
should be possible to also set a large timeout for IPv6
autoconfiguration. Currently the timeout can only be changed via
sysctl. Leave the lower bound because the default kernel sysctl value
is 3 * 4 = 12 seconds and so without the lower limit the default
timeout would change from 30 to 12 seconds for every user, which seems
a big change and could possibly break users' setup.

cd0863a339 all: use _nm_utils_inet4_ntop() instead of nm_utils_inet4_ntop()
and _nm_utils_inet6_ntop() instead of nm_utils_inet6_ntop().

nm_utils_inet4_ntop()/nm_utils_inet6_ntop() are public API of libnm.
For one, that means they are only available in code that links with
libnm/libnm-core. But such basic helpers should be available everywhere.

Also, they accept NULL as destination buffers. We keep that behavior
for potential libnm users, but internally we never want to use the
static buffers. This patch needs to take care that there are no callers
of _nm_utils_inet[46]_ntop() that pass NULL buffers.

Also, _nm_utils_inet[46]_ntop() are inline functions and the compiler
can get rid of them.

We should consistently use the same variant of the helper. The only
downside is that the "good" name is already taken. The leading
underscore is rather ugly and inconsistent.

Also, with our internal variants we can use "static array indices in
function parameter declarations" next. Thereby the compiler helps
to ensure that the provided buffers are of the right size.

5f0c6f8d3b ipv6: set neighbor parameters from RAs
IPv6 router advertisement messages contain the following parameters
(RFC 4861):

 - Reachable time: 32-bit unsigned integer. The time, in
   milliseconds, that a node assumes a neighbor is reachable after
   having received a reachability confirmation. Used by the Neighbor
   Unreachability Detection algorithm. A value of zero means
   unspecified (by this router).

 - Retrans Timer: 32-bit unsigned integer. The time, in milliseconds,
   between retransmitted Neighbor Solicitation messages. Used by
   address resolution and the Neighbor Unreachability Detection
   algorithm. A value of zero means unspecified (by this router).

Currently NM ignores them; however, since it leaves accept_ra=1, the
kernel parses RAs and applies those parameters for us [1].

In the next commit kernel handling of RAs will be disabled, so let NM
set those neighbor-related parameters.

c0e075c902 all: drop emacs file variables from source files
We no longer add these. If you use Emacs, configure it yourself.

Also, due to our "smart-tab" usage the editor anyway does a subpar
job handling our tabs. However, on the upside every user can choose
whatever tab-width he/she prefers. If "smart-tabs" are used properly
(like we do), every tab-width will work.

No manual changes, just ran commands:

    F=($(git grep -l -e '-\*-'))
    sed '1 { /\/\* *-\*-  *[mM]ode.*\*\/$/d }'     -i "${F[@]}"
    sed '1,4 { /^\(#\|--\|dnl\) *-\*- [mM]ode/d }' -i "${F[@]}"

Check remaining lines with:

    git grep -e '-\*-'

The ultimate purpose of this is to cleanup our files and eventually use
SPDX license identifiers. For that, first get rid of the boilerplate lines.

b1f6d53bc4 build/meson: increase timeouts for some tests
The defaults for test timeouts in meson is 30 seconds. That is not long
enough when running

  $ NMTST_USE_VALGRIND=1 ninja -C build test

Note that meson supports --timeout-multiplier, and automatically
increases the timeout when running under valgrind. However, meson
does not understand that we are running tests under valgrind via
NMTST_USE_VALGRIND=1 environment variable.

Timeouts are really not expected to be reached and are a mean of last
resort. Hence, increasing the timeout to a large value is likely to
have no effect or to fix test failures where the timeout was too rigid.
It's unlikely that the test indeed hangs and the increase of timeout
causes a unnecessary increase of waittime before aborting.

Use the NM_ERRNO_NATIVE() macro that asserts that these errno numbers are

the meaning of these numbers is.

That is often not obvious, whether we have an nm_errno(), an nm_errno_native()
(from <errno.h>), or another error number (e.g. WaitForNlResponseResult). This
situation already improved by merging netlink error codes (nle),
NMPlatformError enum and <errno.h> as nm_errno(). But we still must
always be careful about not to mix error codes from different
domains or transform them appropriately (like nm_errno_from_native()).

37e47fbdab build: avoid header conflict for <linux/if.h> and <net/if.h> with "nm-platform.h"
In the past, the headers "linux/if.h" and "net/if.h" were incompatible.
That means, we can either include one or the other, but not both.
This is fixed in the meantime, however the issue still exists when
building against older kernel/glibc.

That means, including one of these headers from a header file
is problematic. In particular if it's a header like "nm-platform.h",
which itself is dragged in by many other headers.

Avoid that by not including these headers from "platform.h", but instead
from the source files where needed (or possibly from less popular header
files).

Currently there is no problem. However, this allows an unknowing user to
include <net/if.h> at the same time with "nm-platform.h", which is easy
to get wrong.
