bond: remove lacp_active option from reapply subset

NM_SETTING_BOND_OPTION_LACP_ACTIVE is flagged as BOND_OPTFLAG_IFDOWN in
the kernel and hence should not be in OPTIONS_REAPPLY_SUBSET.
