vpn: Place gateway route to table defined in ipvx.route-table

Browse source 
Previously, NM create direct route to gateway to main(254) route table
regardless `ipvx.route-table` value.

Fixed by setting `NMPlatformIP4Route.table_any` to `TRUE`.
